Time Freeze Ranks 2-4 / Major Protection Buff

For all of you that have Time Freeze ranked up, what do ranks 2-4 actually improve on?
Also, while we are talking about the Psijic skill line, why do I not see the Major Protection buff from the last passive? I've tried it with Time Freeze and even Meditate but it doesn't display on my character sheet.

✭✭✭✭✭Each level reduces the Magicka cost.
The Major Protection buff is during casting or channel of a Psijic spell. The two spells you mentioned are technically both instant cast. Did you try a channeled Psijic spell?0 -

I mentioned Meditate, wouldn't that be considered a channel?
I'll check some other skills too.0
