Main bar weapon not counting as part of set bonus

On all my characters my front bar staff is not counting toward my set bonus. It doesn't matter what set or how I mix and match my set pieces. If I remove all set gear, and just equip a staff I get no set bonus. The same setup works fine if I put the staff on my back bar. This is on PS4 NA.

"Works for me" isn't much of a response, but I haven't seen this. Would be curious to see if this is just something you've encountered, or if it's more widespread.1 -
