Your sample size is relatively small. You've just hit a lucky run of RNG on Pewter and some bad RNG on Platinum. Drawing absolute conclusions based on your proveded data (and only that data) is premature and not mathematically acurate.

On average it takes 2200 raw mats to get 11 chromium. So 11 from 600 is absurdly lucky. The fact that rng followed up with a nice slap across the face with 0 on 700 raw mats isn't odd at all. It should have only been 3 or 4 on the 700 though
Stick with it long enough, and rng generally evens out. Honestly, if you want to win the raw mat refining casino game, sell the gold now and never play again. You'll never be up by this much again.
Do not underestimate the fickleness of RNGesus.
I got 24 tempering alloys yesterday. I was just watching them pop out while I was refining and almost fainted. I wanted to find friends so I could refine their ore for them while I was on such a hot streak. At one point I got 5 tempering alloy out of 12 ore.. it was nuts. Three in a row... I'd once seen two in a row, but certainly not three.
Of course I then immediately turned my attention to my jewelry crafting station and got a whole lot of nothing.

Yeah, something tells me they've turned up the RNG on Tempering Alloys, they seem to suddenly be really easy to get. Xbox is getting flooded with them, and the price is dropping rapidly, have seen them going as low as 7K each now, and people are still unable to move them. Everyone I ask has 50+ of them.

This is it.
Early in the game the same false reports were made that lower level material had higher drop rate. Small sample sizes will always give unreliable data
But, heck, believe what you wish. Does not make it actually what is happening.
