@ezio45 : yes this has been stated many times by ZOS. The game engine is not built for flying mounts.0 -

Besides being not possible due to game engine, lore wise if you read the book about about Welkyn Riders, there are only 4 at any time and they never leave Summerset, so having 1,000's of riders doesn't fit.
If you search "Flying Mounts" you will see how this subject has been hashed out in lot's of threads ans also ESO-Live did a episode a few years ago called "Armchair Developers" which ZoS explains why this is not possible.
But, no to flying mounts....Of ANY kind..
