Most systems in this game are convoluted and only implemented with a view of being "different" from other games. The potion cooldowns etc. Rarely does anything in this game have any solid rational behind it. You drink a potion and can't drink another for a minute or so. How does it make sense? No sensible explanations, only further convoluted rationale by people who seek to justify any and all ZO$ decisions. You use a light attack (based on using magic or stamina) and it doesn't really use any resources. You use a heavy attack(based on using magic of stamina) and instead of expending, it restores resources. Ugly animations when you use the attacks as well.
