Unless things have changed, enlightment is account wide. Once you finish it on a character, it is finished on all characters for that day.
Also, enlightment doesn't give bonus to skills and morphs. It's for champion points only.

To your first point, yes, I know that the Enlightenment is an available resource for the entire account, but each character is entitled to individually pull from that same pool. To go, one step further, the character is not only entitled, but is obligated to pull it from the pool. That means that, for instance, character one performs activities and earns 100k of XP while enlightened, and therefore gets 400k of XP applied to whatever skill lines and actives (and CP) they are leveling. The next character does the same activities for the same 100k of XP, and since the account-pooled enlightenment was already depleted, only gets 100k applied to skills and actives. In this example, I wanted the 2nd character to have actually gotten the quadrupled XP, so that certain skills get leveled, but to do that I'd have had to rearrange the order that I used the characters, and that didn't fit into my plans for the day. This is my exact point.
To your second point, it's for quadrupling the amount of XP that you earn. That affects not just CP, but it also increases how quickly your skills and actives level. It's not a separate bonus, it just increases how fast you get your next 400k of XP. Think of it not as a double XP buff but as a quadruple XP buff, and that instead of being capped by a half or 1 or 2 hour timer, it's capped by amount of XP, 400k's worth.
My point is, that instead of my having to modify my activities in the game, to give the enlightenment to the character I want to receive it, I'd like to be able to stop/start the enlightenment usage so that I don't have to juggle my characters around for that purpose. That simple, nothing more, nothing less...

That appears to be the understanding of a number of my guildmates, however, I believe that I've experienced the reverse. They're going to do some testing & get back to me. Where is your info from?

If you do a random, you get 100k XP.
If you're entlightened when you get that 100k XP, it's multiplied by 4 and 400k is applied towards CP's.
You're still only earning 100k.
It's why, during double XP events, you burn through enlightenment twice as fast, but the base XP itself is not affected by enlightenment. (If you have certain addons, it will actually show up as earned/quest XP, and bonus XP (being the +enlightened CP portion)

Well, looks like that clears it up. You can, however, put all the skills you want to level on one bar and do dolmen runs or get a guildie to do skyreach and power level them that way.

yeah, i do some of that now with the hotbar, in fact, if there's something i want to level but it doesn't fit in with the current quest, i'll do the activity with certain skills/actives, and then swap them out with other skills/actives and then turn in the quest...
thanks to all, I understand how CP is applied now...
What "lazily designed and implemented, less than stellar obvious flaw" are you talking about?OP you are correct, but as I've found over time, most systems in this game are lazily designed and implemented. You will always have people who accept anything as presented. If an obvious flaw is pointed out, they always have an idea of how you should think. While becoming emotionally attached and angry is never a good idea, there is absolutely nothing wrong with pointing out less than stellar features of the game.

No problem. If you happen to be on Xbox NA, hit me up. I'd be happy to run you through Skyreach.
Strange... did OP actually say, "...but to do that I'd have had to rearrange the order that I used the characters, and that didn't fit into my plans for the day." As if the game should be designed around how THEY want it to work?!?
Forgive me, but most games the player has to play according to how the GAME is designed, the game design does not revolve around the player. Thus, regardless of what YOUR plans are OP, you need to design your plans to work with the game's design.
