i don't see any reason for them not to release this. cwc came out ages ago, the current long hairstyles have been around for ages so people are bored of them and the new one (barbaric style) was really poorly made so people were disappointed.. even though I use it because it suits my main but more choices would be nice

No, instead they'll hire some MBA who is an "expert" in this area and things will trickle out into the store (although not the things you want), but despite that person's "wisdom" you'll still end up spending less than you would if they had just put the damn things you wanted on the store when you wanted them.
Players will ask again, and again, and again for things to be put on the store for them to purchase, but they probably won't ever show up. Two years from now that costume or house or motif you wanted still won't be available even though you would immediately buy crowns to purchase it if it showed up on the store.

Many of these are racial costumes, so they should follow 500, 700, 1000 crowns pattern

It havent been released to the players tho. Ive played for long, never seen a player with that hairstyle

They think they're generating "hype" by withholding crown store items. Instead, they're just generating frustration.
Take this month's crown store offering, for example. Not a single Summerset-themed item. That will all be coming out over the next several months.
But why would anyone want Summerset themed outfits and mounts and homes right before the next DLC? People want to roleplay as haughty high elves right now as they play through Summerset. Not 6-12 months from now when they're mucking around Murkmire. ZOS is shooting themselves in the foot by not capitalizing on the Summerset hype. The player base is also the highest right after an expansion drops, which means that's when they have the most potential buyers for this stuff.
