Resetting skill question

Since I am bad with names I will not even attempt to name them so I will just use Skill A as an example. I have Skill A and it goes to Rank IV. First question is what is Rank I, II and III? What do they mean? Is IV the highest level?
So now I want to reset my skills and I see I can reuse Skill A and upgrade it. I can't remember does it go to rank IV automatically or do I have to gain experience points for it? I noticed when I used Skill B which I never used before but wanted to try it for something different I couldn't morph it. So I take it I can only morph skills that I had experience to do so before correct?
Any other tips or advice I should know about resetting skills? What else can I reset as well?

Armatesz✭✭✭✭✭There is 4 and then it can be morphed and the morph can go up to rank 4. If you compare the stats of what it asks, it can tick longer or provide something better, it is a good thing to up the rank of them. Compare the morphs of what you may need for whatever situations come at you. Take value in how something can be used for so and so situation, figure out what pieces together well with others to help you tackle the tasks at hand.Ärmätèsz

Level Skill A to level IV > Morph Skill A to Skill B or Skill C > Level morphed skill (B or C) to level IV for the max potential of that skill; rather it be damage, healing, etc.
Many skills will have both a stamina and magicka morph. So if you are on a stamina character, and Skill A cost magicka to use, one of the morphs may convert it to a stamina skill which will better match your character's build.0
