Look, bad lag/latency has been persistent issue and has been particularly worse since Morrowind, which was a year ago. ZOS is investing more and more into monetization, advertising and new player retention via giveaways and PR stunts so basic improvements like better latency aren't going to happen any time soon, if at all. Accept it, or go play another game. Sorry.

The first month after new content is released tends to be very laggy due to the influx of a massive amount of players to the same area. Usually after a month the lag and other issues tend to become greatly reduced.
