Why is Steam reinstalling ESO?

Earlier today I logged in briefly to collect the daily reward and check the progress of my jewelry research. I just tried to log back in and although all the game files are present on the hard drive Steam is reinstalling ESO as if it has never been played before. Has anyone else had this occur and know how to prevent it in the future?

    Doesn't Steam just install the ESO Launcher? The Launcher installs the game? If that is the case, the Launcher probably thinks that the game needs to be downloaded again? Are you sure it is downloading the game, and not the patch from Monday?

    Steam is acting like none of the game files, launcher included, are present and is reinstalling all the files. I went from having approximately 100gb of disk space on my SSD available to now having 6gb. I'm certain that the full game is being reinstalled because of this and the fact I logged in already earlier in the day so there was no patching necessary.
