Summerset price discrepancy!

While browsing through the different editions available, I noticed something.
Summerset with the base game costs $39.99.
Summerset digital upgrade costs $29.99.
The only difference between the two is the base game, so the difference in price would make the base game value at $10.
Now, Summerset with base game and digital Collector's Edition costs $59.99.
Summerset with Collector's Edition digital upgrade costs $39.99.
Why is there a $20.00 difference between those two versions, compared to the regular ones, when the only difference appears to be the base game? Why does the base game for the Collecter's Edition cost $10.00 more?

Ok, so it seems like Aussies have that same price discrepancy between the base game cost of the regular Summerset Editions vs CE... The base game is double the price for the Collector Edition.
However...
In the UK, on ZOS's official store there are 5 versions available:
The version with the base game is £10 more expensive than the version without, for both the standard and collectors editions. But there's also the complete collection which is the base game + Morrowind + Summerset + Gold Edition (first 4 DLC and palomino horse).
UK customers have the same price for the base game for both of their versions. Why is that not true for some of the other countries?
