2 "Passive" Skill Slots for Permanent Buffs?

What if all classes were given two more skill slots that operate as "passive" skills with permanent buffs? This would open up more skill slots for fun skills or damage skills, and reduce some rotations by 2 skills, effectively raising the floor for players who struggle with rotations and DPS.

Each class could have 2 designated "buff" skills that fit into the toggle slots, with a couple skills receiving updates to how they perform. Here's a rough outline of the potential direction:
Dragonknight - Spiked Armor and Inferno

Nightblade - Blur and Siphoning Strikes

Sorcerer - Surge and Lightning Form (Hurricane morph continuously resets size)

Templar - Rune Focus (update to become cast on self) and Sun Shield (update to provide shield every [x] seconds)

Warden - Arctic Wind and Lotus Flower

    nice idea but will end with more power creep
    you think about raising floor but you dont know how much on pvp this will raise the ceiling and how much very good players will exploit more this thing against lesser players

    same thing was and is with proc sets...created to raise floor but ZOS dont expected how much top dog players are able to get more rewarded by using this than just those "floor" players

    Literally the opposite happened. The sets were created for top players to improve DPS and counter. But because of shoddy design it gave trash players an easy brainless way to wail on top tier players who would have won without the existance of the better sets.

    Rather than help newbs get better, kind of like they are doing by encouraging weaving, these sets brings every one else down.
