To be honest it's a horrible decision to let newbies start at the new Chapter locations. I've got two friends on PS4 that started with Morrowind. They have no plan about the lore of the game, the faction war, dolmens, nothing. They don't know anything about the story of ESO because they entirely skipped the faction storyline because they just didn't know about it.
There should be an option that clearly lists the two (or with Summerset three) different storylines of the game:
1. Faction War: Join your faction and experience your faction storyline
2. Morrowind: Help the Dunmer to reveal the secret behind Vivec's weakness
3. Summerset: Aid the Altmer in defending their home country against ancient foes
Something like that. And than you can choose which story you want to experience with your character. As it is now a new player has absolutely zero connection to the most important lore (=faction war) in ESO.
I would like to start a character in the chapter of my choice. I have both Morrowind and Summerset chapters but all new characters start in Summerset. I know I can teleport to the earlier chapters but I lose some background and context when I do. It would be a nice feature in character creation to be able to choose which chapter we start when we choose which faction we belong to.
Also, I have not played all factions in the first chapter, so I don't know where each one starts. I have to just teleport to somewhere and hope I stumble into the starting quests.
I really would prefer if it was an option. When I started my second character I was surprised that I automatically started in Vvardenfell. The weird way that the hooded figure brought you back (?) to Coldharbour felt off. It really should start in Coldharbour and the opening quests for the chapters should be mandatory for every character that wants to quest there.

This too. When you get the Cadwell silver quest you have to look up online how to start that faction quest line properly. Even worse when you start in a chapter.
I know you can just go to the area you want to play first, but it still bothers me because I don't like to ignore things that actually happened in the game when building my characters story in my head but there's no sensible way to explain things like my breton warden travelling all the way to Vvardenfell just to immediately go straight back to Daggerfall. It doesn't make any sense so I had to 're-write' it so the Morrowind tutorial didn't happen to her until after she'd finished the main story and the DC zones. But it still bothers me because I know that's not really what happened.
It seems like an easy think for ZOS to do as well. They already give you the option to play or skip the tutorial - they could add an option to that menu to start in your Alliance's main city or in Vvardenfell or Summerset.
