    Think more Roman empire with Cyrodiil in charge and the rest of Tamriel being the provinces, and various provinces like Summerset and Morrowind and eventually Skyrim really not appreciating that status.

    you should check out the bard song "Red diamond" it explain why imperial are imperial.. orgianlly the wild elf rule the land, they keep other race as slave.. until the dragon god support the slave queen to overthrow their elven master, and seal the barrier of oblivion.

    It all started because the Imperials were sick and tired of Ayleid slavemasters and overthrew them. The first and second empires were not as large as Septim's Empire if I remember correctly and covered more of the northwest regions and central region of Tamriel. Vvardenfell, Summerset, and Black Marsh were not conquered in these earlier Empires if my memories serves me correctly.

    Cyrodiil is a highly militaristic nation, and is also very focused on wealth and influence. Combine these things together and you have a recipe for conquest.

    They pretty much unified Cyrodiil (When it's not an Empire, it's usually split between Colovia and Nibenay), amassed their forces, and then decided to invade other nations, for multiple reasons; influence in the world, making Tamriel prosperous, years of peace, and of course, for money.

    Then each of the respective member states has a representative in the Elder Council, which, under normal circumstances, does most of the ruling within the Empire, ensuring the needs of most of its people are upheld.

    You had like the Nedic humans which were probably like an earlier migration of Atmorans/proto-Nords who settled most of Cyrodiil/Hammerfell/Daggerfall. The Cyrodill Nedes were subjugated by Daedra worshipping High-Elves, the Ayleids, and made into their slaves for centuries.

    The Ayleids worshipped all kinds of Daedra like Molag Bal and Meridia and the Aedric Gods of course didn't like that and thus sided with the enslaved Nedic humans to get them to rebel with Akatosh making the Nedic slave Alessia a Dragonborn, Kynareth sending the Nords under Morihaus(her son?) and Shor/Lorkhan(who really hates elves and likes humans) manifesting as Pelinal Whitestreak all to help the rebellion.

    In the ensuing rebellion the Nedes succesfully overthrew their Ayleid overlords, probably killing most of them with the surviving Ayleids consequently serving under the Nedes who then created the Alessian empire ruled by Alessia and the heirs she had with Morihaus. These Nedes would henceforth be named Imperials, with the Imperials/Nedes to the west of the Imperial City mixing alot with their Nordic allies to become the Colovians and the Eastern/Southern Imperials who became Nibeneans mostly remaining racially the same but with a low-degree of mixing with Ayleids and later the Akaviri.

    The Colovian branch of Imperials distinguishes itself by being highly religious and militaristic as well as having lighter complexions while the Nibeneans are more magic and trade oriented and have swarthier compexions.

    Also the Ayleids would later be mostly exterminated by the Imperials when their empire was usurped by the theorcratic Alessian Empire whose doctrines included violently murdering every Elf in sight with only some Ayleids escaping and integrating into Wood Elf society.

    Forgot about that. Basically a couple of centuries before ESO starts the Colovian Dragonborn emperor Reman rallied a bunch of Imperials and Nords, defeated the Akaviri(basically Elder Scrolls' super mysterious Asians), integrated the Akaviri, took over most of Cyrodiil and his heirs later conquered all of Tamriel(except Morrowind). The Reman Empire, while being the dominating force, was very much into allowing every other race to keep their own autonomous rulers along with which made their conquest and rulership alot more smooth.

    The Remans were eventually deposed by their Akaviri chancellors, who continued to rule the empire until they were murdered by the Dunmer Morag Tong 150 years before the Elder Scrolls Online begins. This once agian shattered the empire, which eventually led to a bunch of Reachman barbarians creating a really shoddy version of the Empire holding a fraction of it's previous territory though including the Imperial City.

    The Colovians, being a highly religious bunch, didn't like a bunch of Daedra worshippers occupying the IC so they revolted under Varen Aquiloros/The Prophet, overthrew them making Varen emperor. Varen, being a ordinary non-Dragonborn dude, was tricked into believing he could be turned into a Dragonborn by Mannimarco thus accidently causing Molag Bal's Daedric invasion
