He is correct all the "previously neutral" NPCs in Ramimilk have been adjusted to be core NPCs (green tag not yellow).
However, even though they are green none of them can be interacted with in any way shape or form.
Please fix this as it was the one really good location to work pickpocketing skill and generate gold on a sneaky toon.
Yes, there are other ways that generate gold much faster but this provided fun to those of us who enjoy the sneaky side of things as well as some gold in our pocket without being limited to one or two good daily quests.

It wasn't an exploit. It was a zone with a rotation that was perfectly timed to an improved sneak speed.
It was by design.
No Quests there. Mobs were pickpocketable as well as killable and if you did it right you came off with no bounty.
It was a sneaky training ground.

I’m not happy with this change, but also was reading this topic and I see a lot of people is giving erroneous information here.
Please let me explain about Ramimilk and I hope someone can give ZOS the right information.
So, like many of you I started farming Ramimilk after that Kevduit video where he shows that place.
I’m sure this short story of my first day there will explain everything –
I got there for the first time, and one of the mages noticed me killing his buddy, so I had to kill that mage too. I was surprised that I dint get a bounty and tough this was a bug, and of course tried to abused it a little. What a surprise I took when I teleported back to Rawl'kha and saw that 15k bounty on me
Resuming: Was the place bugged? Yes, it was, and no one never fixed it. I think that’s because a lot of people where there and tough that somebody will report it for them. At the end no one reported.
The bug was a leak of bounty interface, you always get a bounty there like in any other place, even the right gold amount (tested with Thief Tools). But the bounty icon is invisible until you change zone or exit Ramimilk and reload UI. Homestead had a similar bug, when you teleport back your home and the bounty icon disappear. That was fixed btw.
Now, was Ramimilk a real gold abuse? In my opinion – no. Let me explain why.
My NB have everything to make illegal things in Tamriel profitable.
Passives, Legendermain maxed, thieves guild, gear, etc.
With all of that, and some luck, from 140 fence slots, I was getting 17-20k in like 30-40 minutes. Don’t forget that is the maximum daily amount and you cannot get more till it resets.
Sounds a lot for you? Is not. In one hour I can make more than 35k for example in Winterhold. Assuming that the place is almost empty and I’m getting all the chests. With luck I even made an easy 50k really fast.
Back to Ramimilk, an average person without maxed thief skills will get from 5k to 15. Again, with luck for blue – purple items.
Of course you can get a nice furniture soul gem too, but the average price is like 200-500 gold in guilds, so I’m not even counting that.
So now, do you still think Ramimilk was an abuse? It was just different. Actually I was sure ZOS make it that way to show players how to do justice group content and work in synchronization.
If you want to nerf it, just low the respawn timer a little. I agree, they respawned faster than an average NPC. Actually a lower respawn time will force players to organize the kills better and cooperate more. Isn’t that good?
Also, keeping players in Ramimilk minimizes the killing spree in towns, that could ruin the experience a little for other players.
That’s all I wanted to say. I hope this gets somewhere.
You know, Ramimilk wasn’t just a farm zone, it was something relaxing (yes, yell at me for enjoying praising Sithis) with some music on and cool people in group to chat with.
So what is the next best location that has no guards, give high value drops and has a circuit (even if longer but that can be done continuously without waiting for respawn)?

I'm not sure what you consider high value drops but in Craglorn, in front of Dragonstar Arena, you can murder and steal from most of the NPCs there and there are no guards. By the time you finish murdering the last NPC, the first one is respawning and you can start all over again. I ran up a 40,000 gold bounty when I went there.

exactly! a 40k bounty is no small amount, compared to Ramimilk bounty when which was usually anywhere from a few hundred to 3k maybe at most 10k if you were either not careful or in a group of people who either wanted the fight in there or who didn't know how to use their blade of woe.
