Concussion status effect does not proc on shields

After numerous testing using a shock enchant on an infused torugs pact inferno it is clear that shock enchant does NOT proc minor vulnerability on shields. After testing 30 light attacks on a shield, it procced a total of 0 times. After testing 30 light attacks on the same person without a shield, it procced a total of 30 times. I highly doubt this is intended, so please @ZOS_GinaBruno have the team take a look into it.
