How is possible in a build?

How is it possible for so many stats to be so high at the same time?
My main has 53k health in Cyrodill but only 27k stam when buffed yet this build has high mag/health/stam also alot of stam regen and mag regen also high weapon and spell damage.
Just curious how having everything so high at the same time is attainable. I'd love to replicate this build!
