Let's talk about Cyrodiil lag

im no stranger to pvp and when its performing alright its by far the best part of ESO ( sure there are issues with sets and balancing but that's another story )
Lots of times my skills have completely greyed out and left me defenceless during small scale battles, The game stutters and jerks, im hammering buttons desperately fighting the lag trying to get skills off... and im still gap closing into load screens.
ive a reasonable internet connection and average around 150 ping with 30 - 40 fps and im on a medium to high end gaming pc.
What causes this lag?
The "mega servers were supposed to be very advanced in 2014 and were a selling point of the game.
What can be done about it?
is it just a case of ZOS being cheep with the servers, would throwing money at it help
What will happen in the future?
WIll it just get worse and worse untill we're all just playing on potato's?
Curious to hear what you guys have to say about it and how it makes you feel.

I think Zos has finally figured out the issue. After the summer set update I'm getting better cyrodil performance. I think the changes they made from moving client to server side has helped a lot. However, there still is lag during prime time. There's is diffently more work to be done and there is certainly no excuse for Zos not being able to completely fix this in 4 years. Yet, I'm hopeful again because the lag has improved.
