No. It really isn't.
Game balance wise, it makes no sense, is inconvenient, and durpy. The entire reason 2-handed items became 2 sets was the gigantic imbalance between greatswords and staves in power due to lost item slots. Why would you go and set them back when you just sat down and evened things out.
Realistically, it honestly does not take more steel to make what you would in game terms call a 'greatsword'. Most people didn't use greatswords. They used longswords, which had a longer but thinner blade. The force came from the length of the blade plus velocity. And even warhammers wouldn't be extremely heavy or take much more metal to make.
It's a dumb idea. It's born of bitterness that the change finally happened.

Double trait is already a thing. Okay, not exactly. But, as it exists, 2h weapons get double value from most of their traits, in comparison to 2hs. Nirn might be an exception, I'd need to log in to check. But, stuff like Sharpened or Precise are twice as good on two handed weapons. You can't mix and match multiple traits, but really, who does that? (EDIT: Out side of Nirn/Sharpened for DW, and of course your shield trait won't match your weapon trait, because how could they?)
