[Bug] Respec - Choosing Passives resets skill progress

I've noticed this before but this is the first time it hit me on one of my most used skills.
I went to the Stendar shrine for a respec and as I was choosing skills my "Brawler IV" got reset to "Cleave I" with about a half a bar.
While choosing the rest of my skills and resetting completely a few times and watching I seen it happen to several other skills, of which I did not pick this go around, and I'm about 90% certain that it has to do with choosing passives. I had previously used all of these passives and skills but I did not choose all of the skills I had previously unlocked. I did choose all of the passives and had previously chosen them as well. Also, all of the skills over time had been maxed out even if I don't use them now. I can understand how this should happen for a morph that I had previously not used, but it should not happen to a Morph I've been using for 4+ years.
Anyways, so I went about picking some fights with mobs and soon as I was able to choose a Morph for "Cleave" I chose Brawler again and when I did it was instantly back to "Brawler IV" and a maxed out bar.

✭After thinking about this, I'm gonna guess that the skills affected have some how been changed since they were first leveled. They automatically give you credit for the skill (Morph) you are on when a change occurs but the skill you had to level before you got the morph was overlooked and you didn't get credit for leveling it. - Just a guess.Proud member of the Psijic Order - The first wave - The 0.016%0 -

✭It sounds like you had not respecced since before Morrowind one year ago, I think, when they changed the order of the skill unlocks and what level they do so.
Higher level unlocked skills require exponentially more xp to level and all skills will not gain xp beyond their cap, so when they moved skills the ones that capped out at lower xp but were pushed to the higher tiers now are suddenly lower rank because they have the same xp but it isn't enough for the same ranks.1 -

That would make sense as I have played the same build on that character for about 3 years Plenty of XP on the morphs I took so when they were taken again they were still maxed out.
When respecing, clicking on the passives still makes the active progress bars move and around like a spectrum analyzer. Truth is, that it is probably just forcing a refresh of sorts.
