Because it isn't down. Either that or I'm sharing a mass hallucination with a whole lot of other folks. I have been logging in and out all morning without any problem (PC/EU) so it's at least not totally them.
Same here this afternoon, logged in fine from the UK through Virgin Media and there were masses of players around including an over-crowded dolmen, all running smoothly. It sounds like there may be a local ISP or networking problem, so people should indicate where they're playing from and the ISP they're playing through so as to see if a common causality can be established.

I'm also Virgin Media, South Coast England and I could not log in since the early hours of this morning. I don't see how my ISP is preventing me from logging into ESO, to only the EU server, and yes, I did all the troubleshooting, opening ports and making firewall exceptions.
