There is, it's called "swift", it's correspondingly as useless as training.

i just like to have full training legendary lvl3 gear set to levelup alts very fast

There is a training jewelry, called pledge of Mara. Unfortunately it is crown exclusive.

Don't worry - by the time you have all you need to craft anything all your characters are maxed and no more need for training gear

Btw. never seen crafted lvl. 3 gear before

I have sets of Seducer/Julianos, Hundings/NMG and Whitestrake/Hist training armor at levels 1, 8, 20, 30 and 40 that my alts wear to help them level up nice and fast. I would have supported training jewelry to have helped this instead of one of the other very marginal traits.
