Dark Cloak removes you from stealth?

So I know that Dark Cloak no longer provides invisibility and instead gives a "burst" HoT. Just not sure if it was intended for this skill to pull you out of stealth while you are already hidden. I suppose you generally wouldn't use this skill outside of situations where you are already detected. But I can see it posing issues for players who run invisibility pots. I thought single-target-buffs didn't affect stealth while AoE buff did (i.e. Vigor or Maneuvers would pull you out of stealth while something like Rally or Siphoning Strikes wouldn't).
