Any way to charm in this game?

I know a good bit about the game, but, honestly, the number of skills, sets, traits, and so much more? It is entirely possible this has escaped my attention and notice... but, is there any way to charm an enemy? Seems like there isn't, but, was curious, does anyone know any way?

✭There are only the options from fighters guild and mages guild passives to get more information out of quest npcs, but charming like making somebody hesitate doing something or seducing isnt in the game.6 -

I was noticing the bard pics are usually: bow, sword and or staff, no SnB ever. Would make for an awesome Stam healer theme if you wanna go that way. Standard resto works just fine too5 -

The only hard to get thing would be the hat, it's a crown crate item iirc. But many bard pictures have hoods, so if you don't have a hat, a hood or hatless works just as well.
Head - Feathered Bycoket Cap
Shoulders - Yokudan Epaulets
Chest - Abah's Watch light jerkin
Hands - Soul Shriven Bracers
Belt - any
Legs - Ra Gada Breeches
Feet - Red Guard Shoes 4
The chest + shoulders that cover a large portion (can't recall what I'm using ATM but Breton 1 works) is what really gives the look.
I saw a few other options, like Wood elf 1/2 chest. If you have body markings you would like to show off.
Really the bards are akin to a rogues. Very little metal, lots of cloth. I was looking for a staff that bad something dangling hopefully bells.
For the actual build.
The most appropriate would be the stamina warden healer - that being said, that's not easy to build (assault means expensive or tons of AP) and also isn't the easiest to run.
Magicka would be way easier to build. This character happens to be a NB, I'm gonna make him a mag healer. Using Spell Power Currently and maybe Jorvuld (because I've never been a healer before)

What class has the most debuffs for enemies, most party buffs, can 'stun' etc? Figure healing is easy to do, just get Vigor... so, what would be the best 'bard' type build?0 -

Self made! Just as an example I wanted a leather coat-type look so I think (I'll get a pic later and see if I also can't make a bard look specifically) but I went with abaha's watch jerkin (iirc) and Brenton tier 1 shoulders, made for a great clothing rather than armor look.0 -

I've been looking through Bard pictures, definitely see common traits amongst all. Definitely things that can be replicated.
