Weapon swap button greyed out

Hi, I am on Xbox one. I’ve tried to set up the weapon swap and isn’t working. I’m Level 28. I equip my stuaf in Main hand and
Also back up. When I go to skills the Y button For weapon swap is grayed out. I am unable to switch between skill sets. Help?

    This happened to me once and it was because I had accidentally switched my template, go to options-gameplay-templates- and see if it is on template a. This helped me if not then I'm not sure what the issue is.

    It's left directional button to swap on template a. But I don't understand why the button is greyed out when you look at your skills. I'm sorry hopefully someone can be more helpful..
