I wouldn't because I already have unlocked all alliance war levels on all my characters & have most of the shards. Also i enjoy pvp far more than pve.
However.... if some players prefer not to Pvp then i think separate instance of Cyrodiil that is just pve is a good option. Have quests that level the alliance war skill lines but do not actually earn alliance war ranks. I do not think that any players should just get the alliance war skill points without earning them via pvp.
The faction base skyshards should only exist in the pvp version of Cyrodiil. .. just a little pvp incentive for the completionistsIMHO these skyshards are the most fun to aquire in the whole game.

Why are people in a hurry? If you only had one character, all of these tasks could be completed relatively quickly, but you may get board of the game and quit. I tried MSA and could not complete it, so I set goals for my 15 characters. I leveled their alliance war skills to 7 between January and March. During that time I came to enjoy PVP. You will get better at PVP with time. This gave me access to Vigor and Caltrops. My next goal was to level my undaunted to 10 on classes that can beat MSA and VMSA easiest. See Alcast website. I am currently soloing the easier four man dungeons, increasing character health to at least 21k and maximizing resistances. After learning the dungeon basics, I will soon be joining PUGS to speed up leveling. With Undaunted Mettle, I will have 6% more health, stamina, and magicka using a 5x1x1 armor set. I will then return to MSA or maybe start the road to trial dungeons. I am on Xbox NA.
No as it already exists. Just don't go to Cyrodiil.
And it is moving to pay to win if you would get all the skyshards and alliance abilities for cash

NOT fun for me. Why do I hate it? Simple. Teabagging. Trolling. Nastly, nasty people who gloat over my ineptitude. Some people don't want to enter a situation where someone might simulate an act of sexual violation on them. That's not a thick skin issue, that's a "how many sexual deviants do you want to give the chance to abuse you" issue. My answer, like many, is zero.

I wasn't proposing the attackers should announce their attacks. Of course this would be silly, nobody would want that even when duelling in pve. What I had in mind was a short period of "immunity" so that there is a chance to react. If I'm not mistaken, you're telling me that you are effectively doing just this with your shields, the difference being that you have to keep them up actively. It’s funny how the only ppl that dislike pvp are players that are literally clueless towards it. It’s not a dislike of pvp, it’s a fear of the unknown. I’ve never once in my life met a player that pvp’s well AND dislikes it. What they don’t like is losing... and pvp takes A LOT of losing to git gud. You’re average person wants something for nothing and is not going to put in the (losing) hours it takes to become proficient. And nobody enjoys being terrible at something... so it’s easier to say “whaaaa I hate pvp it’s stupid and I’m never doin it!” than it is to get good at it.

Sweeping generalizations are bad, mmk. I think plenty of people dislike PvP and it has nothing to do with skill or ignorance, cluelessness, or "whaaaa."
For me, it's the toxicity of the environment that makes it absolutely unappealing. I elect to not spend my time with people who belittle each other for pleasure. For sure, that does not apply to all PvPers, but the bad apples really ruin it for me.

But why should I become proficient at something I don't like? I play MMOs to fight monsters and dragons and deal awesome damage and do awesome healing, not gank people and stunlock my way to victory over newbies. Zenimax saw fit to gate critical PvE content behind PvP, hence our dilemma.
Also PvP in this game is especially boring and difficult for PvErs to get into. Oh, you don't have Impen armor? Enjoy getting 2 shotted. And while you're at it, enjoy riding across the god darn countryside to get back to the action because the closest respawn point is 10 miles away. Battlegrounds are better in concept, but I've heard they're full of steamrolling premades, which is its own kind of heck.
I don't want something for nothing, I just don't want to be shoehorned into content that I don't care for, not because it's unknown, but because I find it terrible and not worth my time.
