How do you get the new skill line?

I have done a ton of the summerset story quest but still havent received the new skill line. Do I have to finish the whole story first?

✭I havent got it yet but I believe after you do the 1st quest, talk to the mage in the tower and get the "the psijics calling" guild quest. It should get you the line.0 -

It's not a bug. Unlike the other guild skill lines you don't get it by just talking to an NPC. You actually have to go find the Augur and close the first 8 time rifts that are all in Summerset and that unlocks the line and gives you rank 1.0
