Is this a thing? Where people who dont own the thieves guild DLC (but are in your house) cant talk to her? Because i can but my friend cannot.

No, I believe she becomes a usable Assistant immediately after arriving in Hew's Bane. Like when the game gave you that free pet for just entering the Clockwork City?
What was the situation for the OP though? Were you just next to your friend out in the open, or was this in your House? No, she was a reward for finishing the questline, as I recall. The pet was a Jackal.0 -

The situation was this. I have the smuggler in my house. My friend was in my house. He never bought thieves guild DLC. Ya this is what i suspected. IMO this is really dumb. Like what a stupid nit-picky thing to do. No one even uses the damn thing because it costs so much, but i just wanted to be sure, thanks.0
