I have the Game on PC ,

And today I created another Account ( alt account ) , which I intend to also play with , but I am wondering is it against the TOS having 2 accounts and only 1 purchase of the game ?

If you have a second account, didnt you have to buy the game a second time?

Anyway, there are plenty of people who have two accounts, now that the base game is comparatively cheap.

I have alt account on same platform (EU PC)
If you are not botting why would it be prohibited?

I know several people who have bought second accounts. Also people who live in the same household and play together.

Two accounts is more chances for money (if one bought crown items on both), not less.

Yes, the houses are account bound so you will have to buy them again.

You can create all the accounts you want (well, within reason), but you cannot log into the game until the account is "active". That happens when you purchase the game especially for that account.

You can log into the game using any of the accounts you own, but be very careful not to actively play the game from more than one account at the same time. I won't say they will ban you, since I have no idea whether they care anymore, but why risk it?

You can have as many accounts as you like, on one platform or on all of them. What you can't do is play more than one at once. Even then if you have 2 computers you could log into 2 accounts at the same time. But if you press W on a keyboard only 1 character should move forward - if they both move then that's botting and can get you banned.

The thing that's confusing me about your post, and the thing that might be a problem for you is that you said you've only purchased the game once.

If you mean you only have 1 disc and/or 1 copy of ESO installed on your PC then that's fine, but you'll still need to buy a second copy of the game because you can't use a second account without a product key associated with it and the only way to get one of those is to buy the game.

So you could have bought a boxed copy of ESO originally, used that disc to install the game and then later bought a digital copy and used that to create a second account, skipping the step where you download the game. But you can't simply create a second account for free and log into the game with it.

You can have more than one account just as long as you don't account share I believe

Heh, Xbox has family gold share, so we need just one install of the game and can then create and share to as many accounts as we want. Not just that, but our @name is our GT, which can be changed anytime we want to.

I just figured that , I need to buy the game again if I want to play on this account , or probably will need Physical Copy , to play on more than 1 accounts.
Cuz on my PS4 with 1 disc I was able to play on 3 accounts without any problems , and Game share my Digital copy of the game with my Cousin , however PC Master race obviously lack all of these features.....

I am a PC person and we can't do that. On consoles, plenty of people set up multiple accounts for a single purchase. I am pretty sure that any DLC or chapters that you buy only get applied to one of the accounts, though I could be wrong.
