Eidetic Memory: Rhanbiq's Notes (is Missing)

I working on finishing the Hew's Bane Eidetic Memory. I've done all the quests in Hew's Bane already before I finished the mage Guild quest line and received the Eidetic Memory. I'm assuming this is why I can not find this book anywhere. I have looked in all places the quest for the book would have taken me and it is nowhere to be found. I've looked at (http://en.uesp.net/wiki/Online:Rhanbiq's_Notes) and a few other websites and youtube videos and they all point in the same places. This book is nowhere for my character. I sure hope this can be fixed so I can complete my collection and achievements that go with it.

The quest The One That Got Away sends you to one of these three Inns in the game. I looked in all three of them. Even checked each bookcase.
It is not in the Upper floor of the inn in Marbruk or the lower floor for that matter.
It is not in the Coin Brothers' Cornerclub, Stormhold.
I also looked all over in the Dead Wolf Inn in Shornhelm. For this is the faction of my character, I thought i'd look here as well.

My character that this is missing for is an Aldmeri Dominion, Wood Elf, Warden.

EDIT: I found the book: A Plea for Help, during another quest. So the wiki and other listings is wrong. Its during the quest: Blood on a King's Hands not the quest: A King-Sized Problem.

In the Temple of Ire's library during A King-Sized Problem
On the raised wooden study in the Temple of Ire (post-quest)

I fixed that on en.uesp.net so it should show the correct quest now.

It was not there during the quest and still is not there after the quest.

I can't find Rhanbiq's Notes either. I finished the Thieves Guild quest line about half a year ago.

I went to visit the different mentioned inns (although I didn't look in Shornhelm). My character also belong to Aldmeri Dominion so it would have been natural for it to have been in Marbruk - but no such luck.

I also can't find Rhanbiq's Notes.

I finished the Thieves Guild quest "The One That Got Away" on 9 July 2017.

I am at 19 books left to find and am unsure how to locate this one now.

I have all books for Thieves Guild now except this one, I can not find it.

Really annoying, you would think ZOS would stop hiding books inside quests that are not needed to complete quest to be read.

Any idea when this is getting patched?

I just found this on a barrel by the tip board in the Hew's Bane Thieve's Den - this is AFTER finishing the questline.
