Do you mean cortana?
This is a temporary fix because switching cortana on and off is the same action as a hard reset.
If you join another party at any point in time after turning off/on cortana you will need to do it again which causes your Xbox to reset itself thus resulting in a huge inconvenience for the player and anyone else in the group forced to wait for that player.

Just chiming in. I haven't been able to get voice chat to work since I purchased Morrowind 2 weeks ago. Both my wife and I can't get it to work on 2 separate Xbox Ones.
