Not very often, it doesn't... I've heard it's a very regular thing on PS4 due to different rules with account creation, but on NA it's a rarity for a kiosk to be claimed by a storeless guild.

First: define "dummy guild". Next define "fixed", in that context please.

Sad thing is, it would be as simple a fix as not refunding the trader bid if a guild disbands and this issue would go away.

Gold is not refunded on disband, the point is to sell kiosk later with an profit.

Now this has the danger of not finding an buyer.
Our trader in rawl was taken by some who mostly sold junk. We was without trader that week, they might have tried to sell kiosk back at an higher price but did not heard about it and as nobody bought it and they did not have stuff to sell they lost out on this.

it does seem like an overly simple fix...

I think simpler would be not to let a guild disband if they have a trader.

14 guilds = possibly thousands of players that could have had a trader in a big time area but the system is rewarding the scheming elite! :-)

They can always have traders in big time areas you have 5 slots for guilds, they need to reduce it to 1 tbh

Or make the trader unbuyable after a bid for it is won

If guild A buy the trader then disband nobody will be able to buy or use the trader until trader flip
I understand it would waste a few spot for true guild in the begining because some would fall in the trap but after some time it would be good

nice! we should coordinate in the future if you're comfortable so we don't bid on each other.

Stupidest idea ever, having multiple guilds is one of ESO best features as you can have guilds for various activities, pve, pvp social, trade. This problem would probably even larger with just one guild as loosing trader would be worse.

Solution to guilds trying to flip traders is to not pay, or wait two days and offer half the price, its fresh goods after all.
Unless they have goods to sell who is unlikely they loose a lot of gold.

I assume this happened to our rawl trader, trader was taken by someone who just sold cheap junk. We was without trader an week, they lost the gold for buying the trader spot, they have not tried again. This has happened once in a year.
    ----
Simple solution make an group on facebook or somewhere of leaders of major trading guilds on an server, agree that none buy an kiosk from an fake guild. problem will be solved in a few weeks.

Grinding just make you go in circles.
