Found in Ogondar's Winery, in Craglorn, immediately north-east of Belkarth! This used to be a sore subject for us lore book enthusiast.

It's still bugged for me, it's the only one of that category I have missing, and it remains not checked off in my read books no matter how many times I click on it.

Mind you, my main is bugged and lost a lot of the books that she had already read from her eidetic memory list - some of which cannot now be re-read due to being books that advanced a quest that she did way back...

This was really bugging me so I submitted a support ticket and I got an extremely useful reply. Hopefully this helps anyone else looking for the solution. While it doesn't tell an exact spot we at least know the zone and how it supposedly works.
    Greetings!

Thank you for contacting The Elder Scrolls Online Team. My name's xxx. It's my pleasure to assist you. Let's get this figured out!

While the content of the books are identical, there are two separate spawns for two separate instances of this book. The books must be discovered from randomly spawning bookcases in Craglorn.

Please let us know if you have any other questions.

Thank you for your continued interest and support!

    Warm Regards,

There it is. I am about to begin my search of Craglorn and will edit this post once I find it.

You didn't get a good answer, you just got a restatement of the problem. We know there are two different instances of the book, the question is why ZoS haven't fixed that after so long.

Ed: posting where you find them isn't a long term answer either because book locations can and do move.

"Instead of taking the best of the dolmens (predictable rotation), the best of the geysers (scalability based on number of players), and the best of the dragons (map location and health indicators) and adding them together to make a fun and dynamic world event scenario, they gave us....... harrowstorms." https://forums.elderscrollsonline.com/en/discussion/comment/6850523/#Comment_6850523

There is no need for a fix? What I assumed from the answer and other things I have seen is there is supposed to be two different instances. They made one an Eidetic Memory and one a Crafting Book. Is that not true?

What I meant by update is if I did actually find it in Craglorn.

I am kind of impressed, what an effort you guys put into finding these books - I thought, that part of the game would be more of a burden than fun to do, but as I can see now, you guys really care about this stuff and are enjoying this aspect of the game.

Solved this problem - after trying the Winery with it's sole bookcase and lorebook inside, with no luck, I went to the Mages Guild in Belkarth. Lots of bookcases there and was prepared to park alt there and respawn several times. Found it in a bookcase without respawning. Crafting books now shows 23/23.

Definately worth trying the Mages Guild.

Found in a bookshelf in the Balamath delve on the eastern side of Craglorn (next to the Fulminant Anomaly world boss).

I don't normally necro threads, but this book is so hard to find that I thought I'd just put this info out there for anyone trying to find it in the future.

It’s in the Craglorn book pool, so any shelf in overland or in a delve/delve-like area can contain it. That includes Skyreach and the Belkarth Outlaws Refuge in addition to the Mages Guild and other places mentioned above.

Just a matter of reading all the shelves. Eventually it will pop.

Wish the same could be said of the unsigned Tome of the Undaunted...

There are actually two books by this title. One is a skill book and the other a crafting book. They have different book id numbers in the game.

It sounds like you found the skill book rather than the crafting one. As far as I’m aware, skill books can show up throughout many different book pools, including Craglorn, whereas the crafting book Request for Relief is Craglorn-specific. Unfortunately, since both can appear in Craglorn, you have to check against your list to see if you got the crafting one.

I can only suggest that you keep checking different shelves in Craglorn. Best of luck!

I think that the book I found WAS the correct one!
I did not get a read acknowledgement at the time.

I decided that I would raise a bug report so I went back and located the Book in Craglorn Magician's Guild and screenshotted it.
I then went back to the Crafting Books list for me (to show it was not found) and found that it now said that it had been read!
    Problem solved I guess.

I have a couple of other toons which need to get this nailed down so I will follow this up with them.

Glad it fixed itself! It’s really a pain when things don’t update in a timely manner.

I have found both copies, but it is still greyed out in the crafting list.
    The first was in Malabal Tor, Velyn Harbour, Upper West wing of the town hall;
The second was in Craglorn, Belkarth's Mages Guild, upper floor.

    Still bugged!

    Yeah, it's definitely still broken.

Found it a day ago in Seeker's Archive by resetting the first few shelves over and over. Both instances of the book, actually; they spawned together.
