For me it was about 4000hrs to get to the rank of general and with cp scaling, experience scrolls and now research scrolls all increasingly making things easier it's not necessary
Not keen on that. Ranks etc are for that toon.

Does AP scale with XP scrolls? I thought only the clearing a delve bonus did that.

I do agree that getting AP should not be anyway easier. Well, I guess it is easy enough, currently, if you're a part of a zerg (or raid group) that just can roll from one keep to the next all day long. Well, given that such raid group is not obliviated by a larger group, which occurs a lot. However, I would also agree that there needs to be new contents that offer presentable amounts of AP, other then just the keeps and resources grind. Some (or quite possibly) many of us are not so zergling enthusiasts. ..and no, just repairing walls and doors all day long are not a practicable or enjoyable ways of getting AP!
Well.. commitments are different for different folks. It is cool and good and all that some can just put into ESO or PvP (and a video game) all day long or night. Some of us, however, just have other commitments and priorities in life; thus, why some of us are only able to "play", maybe, an hour or two here and here (even when since Beta.) You know.. there's commitment to higher education in pursuant to getting that Master's degree or Phd and hopefully to contribute somehow is some ways, shape or form towards the betterment of the world, or the local communities at large. Then, there are those parents type with family commitments to raising their kids more properly and soundly; those afterschool kids' plays, sports games and whatnots.
These likes of us do come on to play ESO whenever we are able to, in an effort to try to escape a bit of the real world's daily grind, but no ways in mind to make a video game such as this a commitment or priority to PvP or grinding for AP. Ha ha. Hey, if you all that can or make sure a commitment to ESO, it is all good. It's the likes of you that keeps this game going.
The rewards for PvP are the simple joys of grinding your enemy into the dust. Not ranks, nor achievements..
Or you could earn your ranks as they are as most (but not all) did. Lowering the bar to make people feel like they accomplished something... no beueno.
