You still have the issue of quests that are inside buildings.
We’ve had these threads come up before ... no one seems to have a good counter-argument yet since combat pets are needed inside city walls.
Pets only appear when the owner is in combat? That would cover cities and duels.

They would have to tweak the Necroptence Set for that. That would be easy. The big issue is, I frequently send my Combat Pet into battle before battle is engaged, so that would not allow that to happen if they only showed up during combat conditions

Necropetence's final bonus procs only if pets are out. This bonus gives a big boost to magic. Higher Magic Stat, higher Spell Damage done, look at the tool tips for the skill with pets and without to see the difference.
If you call a pet only during combat, like with the NIght Blade Shades, you only get the bonus but not any magic to fill it. Currently Sorcs can go into battle with the bonus magic and full pool. So can Wardens. NB's used to, but now Shades can only be summoned in combat. Maybe the single one still can, hmmm. DK's and Templars have nothing to proc this set bonus.
As for the Pet thing. I send my pet in early to aggro a mob or the boss for crowd control. And if you get an attack from the back it can be bonus damage, so send the pet in, use burst damage, pet follows up and draws aggro if needed. There are some other tactics. I don't know if you have the ability to Control your pet on the console, we do on the PC with a Y and L-Click on Target.
It would be a considerable change to some Pet builds
