Where are the PvP Vendors in Cyrodiil?

Specifically, I'm looking for Kyne's Kiss and Hawk's Eye, which I understand can be found in Bruma. So I went to Bruma, and cannot find any merchant except a standard one in the chapel.
Do I have to do some quests to clear the Daedra first, to unlock the merchants?
This is on PTS, btw, if it makes any difference. Just trying to test out builds.
