Because it is. It's annoying and I avoid it in any way possible, and the way people are forced to do it if they want to rise beyond potato in PvE is horrible design. Game crashes are just the cherry on top.
Go zerg surf for 2 hours and you'll get caltrops. Its so beyond easy.
Much less of a grind than PvP players having to grind Undaunted 9.
But zerg surfing would potentially mean death! Avid PVEers who detest PVP are increasingly discovering that it’s easier to just queue into a Battleground and either not leave the starting area or stealth out in a corner without contributing to the team.
(Edit: in case it’s not clear, I loathe the above practice and go out of my way to annoy the hist out of people I see ruining a perfectly fine PVP mode in this way. Hopefully ZOS will implement minimum damage/healing requirements to lock these people out of their free AP.)
