Wrothgar over world sets getting impenetrable/Sharpened anytime soon?

With one Tamriel changes there has been a balance with over world sets level requirements, trait possibilities and ways of obtaining them, but Wrothgar sets still don't come with the trait impenetrable or sharpened.

Look at the date on the op, January 2017. There has been at least 4 major patches since then.5

It was always impenetrable that people wanted and didnt get "because its in PvE" (which made no sense)
