They will be delivered by 16th May latest I believe. I think they are staggering their release for whatever reason.

Consoles got theirs after last weeks maintenance, odds are good that PC players will get theirs this afternoon (UTC) after maintenance

The news article says:
"When the event concludes, you'll receive one crate for each day you logged in, up to a maximum of six, by May 16."
Anybody's guess but a ZoSian posted last week that it said "by", not "on".
