Even while you spam cleanse, someone casting this can keep you rooted indefinitely. Is this bugged?

No this isnt bugged. There is no root immunity beside the one from roll dodging. Even if you cleanse, every sort of root will root you again immediatelly. I think the skills description is just wrong, but i thinks its intended, that you can root somebody with this skill multiple times.

No different than any other root in the game, talons does this too. As @Checkmath said, roots have no immunity other than the immunity granted by dodge rolling or specific effects like immovable.

I'm guessing that's why the damage is so low on the ability as well. The only way you can get decent damage is by stacking into health (50k+). So, it sticks pretty much to the tanky playstyle.
Want to enjoy the game more? Try both PvP (crybabies) and PvE (carebears). You'll get a better perspective on everyone's opinion.

Yes, there is: Forward Momentum. That's why some people, like me, run 2H on almost every PvP build, mag and stam. Other skills that give you root immunity for a shorter duration include Shuffle and Mist Form. For outright fleeing you might use Retreating Maneuver. I believe as NB you can gap close out of a root with Ambush or Lotus fan, at least in previous patches. This does not work with other gap closers. As a sorc you might use Streak, though I'm not sure. Furthermore you can partially mitigate roots with the Barkskin and Ranger sets, or by being a warden.

So does sorcs encase. This is not a new mechanic and has been around for the life of the game

^ The only root I can think off that was made to have some sort of cooldown was Bombard, where it didnt root snared enemies (and the ability itself snared). But it was quietly removed some patches ago.

I always wondered about useing bombard on a tank, seems like it would work like talons, encase and gripping shards, with the cost reduction of blocking matter less, would it be possible to use on temp and NB tanks. I mean if time stop wasn't a think on the horizon. 4k Stam is a lot but with being able to do distance heavys to get Stam back, that could be mitigated, at least slightly. Not to mention you could use endless hail to proc enchantments like people use Wall of elements for.

Well next patch, my very non serious idea of ice staff/bow tanking is actually possible. With stam used as utility and magicka for blocking. Hail to proc enchantments, bombard for rooting, vigor or warden mushrooms for healing., silver leash for chaining. Not anywhere close normal tanking, but doable... and vastly different.

That is messed up. Just a big f-you to mag classes. Some cheesy DK/warden can just keep you rooted for the entirety of a fight and all you can do is spam cleanse until you gain enough stamina to roll dodge, which might give you enough time to heal up and buff up before they start it all over again.

    Bad mechanics. Bad PvP.
