Is there a Character Build Designer application?

I'm new, first time playing since the beta. I've seen some builds and I'd like to put them in a character planner/builder/designer app for Windows or Android.
Are there any? I'd take a Web app as an acceptable substitute, as well.

This is fun to use, but doesnt actually tell you anything.
The point of making a build in a test environment, is seeing what it can do. I cant see any outcomes of the builds made, how much max magica, health and stamina, how much weapon/spell damage, how much crit chance, recoveries etc...
So, this one is better ;-)
