We do not have a hierarchy. All members are equal. The Guild Bank has no restrictions. If you don't want to give something away freely, don't put it in the Guild Bank. This will create a level playing field and equal opportunity for all in the Guild Store. There will be no inner circle with power over the Guild Bank and thus, cornering the market in the Guild Store.
This system effectively eliminates the possibility of "insider trading," which is an unfortunate side effect of the ESO guild dynamic.
