Since we will be getting daily jewelry crafting writs and master writs, will Razgurug (the orc in slag town who is the quest giver for the daily tarnished quests) get a new quest related to jewelry resources?

That's not on PTS right now, @XDark_One13, so definitely not for when Summerset drops.
Your idea is a fair one for ZOS to consider, though ... sending a feedback ticket both on Live and on PTS may get you more visibility.5
