Ok, let's leave the silliness of carrying arming swords on the back, and let's just talk shop.
Your character moves based on a skeleton (https://en.wikipedia.org/wiki/Skeletal_animation for more info).
This skeleton has a number of nodes.
Some of these nodes are associated with classes of weapons (for instance, swords use a node near the waist, greatswords one near the neck, etc).
The animator then make a specific animation based on that specific node.
In a computer game, using mods, you can change animations, but that require you to use a custom skeleton, and custom animations, with different nodes for different classes of weapons.
So, to answer your question, you can't because
a) changing which nodes to use requires you to change skeleton.
b) the available skeleton uses a specific set of animations and nodes for weapon classes.
c) the skeleton is also used for a number of non-combat related tasks (picking flowers, falling off cliffs, getting eaten by slaughterfish, etc).
Doesn't seem much, but changing the skeleton is actually kind of a big deal, and can easily break existing animations, especially if you use it for quests, status effects, etc.
Also, you need to actually make the animations for the different options.
And on top of that , if it wasn't enough already, once you put a precedent, you open yourself to other requests, like, daggers on the back, quivers on the hip, etc, so a responsible provider of services tries to avoid this kind of work, since it's kind of annoying to do, and opens for more annoying work.
The game is already pretty big, and it has been changed a number of times, in order to keep maximum compatibility with old content, changes like that are definitely the thing you want to avoid as much as possible.
Ah, and let's remember the constant "ZoS devs are incompetents" nagging when things eventually break down. There's that too.
