LAG | Weapon swap, casting, light-heavy attacks

Hello,
I started playing ESO again. Haven't played since Horns of the Reach (for reasons).
But I do experience some huge annoying delay between casting, weapon swapping, using light or heavy attacks.
It's like, sometimes it doesn't even register. And the animation doesn't show properly.
Is this a server side lag? Or some Engine issues? Or is it me? My ping to the server is 58ms. I do have a 400 MBit Download speed, a decent router, next-gen 2018 PC.
I don't think it's me in my opinion. Because, before I quit ESO (before Horns of the Reach) it wasn't be like that.
And sometimes if I block an attack and attack after I blocked, seems I have that delay again. Sometimes I have to press 1 single skill multiple times to cast once.
Any help would be appreciated.

The lag when weapon swapping and attacking could be an issue related to your connection.
Listed below are three troubleshooting steps you can try that may improve the lag you're experiencing:- To best access The Elder Scrolls Online, configure your router to open the following outbound ports:
- TCP / UDP Ports 24100 through 24131
- TCP / UDP Ports 24300 through 24331
- TCP / UDP Ports 24500 through 24507
- TCP Port 80
- TCP Port 433
- Update the firmware of your router (it is always a good step to take, as it prevents that an outdated firmware interferes on your connection).
- Try to put your modem/router far from all electrical devices and do not coil up any excess signal or power cables (to eliminate possible interference problems).
