This right here. There is no way to verify the innocence or guilt of someone in this case. A system such as this has the potential to cause far more grief than good, I think. Guilds already do this, and not just big ones. GM's talk to each other, and we pass along information when people rob a guild bank or are disruptive, for instance. Even though my guild bank is locked to store auction items and prizes, I personally don't want the type of person that would rob shared assets from a community as a part of MY community.
However, with name changing as easy as it is now, a blacklist is beside the point. A person could rob a guild blind, change their name, and get reinvited to the same guild in a matter of minutes.
