Staff damage - two diff. numbers?

Are the staff damage numbers additive?

For example, I have a prophet's staff that says something like Damage (the top big number) is like 989
Then below it, it says:
Deals 904 damage and recovers 184 magicka (or something like that).

So is the total damage the sum of the 989 and 904?

989 will be your base spell and weapondamage you got. so any setboni, jewelry damage glyphs or mundusstones, which provide damage will be added on top of that number. the one about "deals damage and recovers", thats your weapon enchant. the enchant can proc of you use damage abilities from your staff or heavy and light attacks with your staff. its not comparable, since it is an effect that happens once and is on cooldown afterwards.

so for an example: if you just do light attacks with your staff (without having more spelldamage from other sources), they will hit for 989 damage on targets without mitigation. if you have setboni, which grant you spelldamage, enchants on your jewelry saying "increase your spelldamage by..." or a mundusstone called apprentice, then your light attacks will hit harder.
but while you only do those light attacks, you will see from time to time, that there is a damage number, which shows the damage from your weapon enchant. but this additional effetc only happens from time to time, since it has a cooldown.

@mjonis The top number is what you'll do on every attack with that staff, the bottom number is the damage you'll do when the enchant procs - basically you have a chance of doing that damage also, so to answer your question yes they are, but you won't get the bottom number all of the time.
