PTS is for anyone; u just have to show 'Public Test Environment'' under launcher settings. Summerset specifically is by invitation only.... Check your email; if you were in morrowind PTS; u have auto invite.1 -

✭✭✭✭✭I was downloading at like 200-400 KB/s on 1 Gbit internet. It went up to 35 MB/s for a few minutes, which bumped me up to 10% complete, then it tanked again. Now I'm at 1.5 MB/s. Server must be overloaded.Edited by MLGProPlayer on April 16, 2018 9:26PM0 -

As far as I got from the forum here, it is invitation only (via email) and for those, who had access to the Morrowind beta as well (without an email invitation). But I will see, for now it is downloading at about 4.8Mb/s.0 -

I don't think it's a problem with your ISP.
I have 1 Gbit internet (I average around 950 Mbps in speed test). However, ESO patches can take forever.
Full games in Steam, Blizzard, Uplay, and Origin download in a few minutes (I recently reinstalled Rainbow 6 Siege with the HD texture pack, for a total around 80 GB, and it took like 30-45 minutes). Similar sized patches can take the whole day in ESO sometimes (I've been downloading this PTS patch for like 5 hours already and I'm only at 20%). Some days downloads are fast, but when there are a lot of people downloading, it slows down to a crawl.
I've tried downloading the game through both my cable internet and my mobile LTE (different providers). Same speed on both.
