Because they assume that everyone animation cancels and is therefore doing a lot of light attacks. Kind of sucks to see the game getting balanced around an unofficial unintended mechanic, at least if you're like me and never managed to learn it.

Based on what I've read, there does seem to be an obsession with buffing light attacks in this upcoming patch:alcasthq.com wrote:

I assume that's intended to benefit the animation cancellers and weavers, although I suppose it might also be meant to help people who try to light attack spam their way through a dungeon ...

Throwing a light attack in between every skill is now officially included in the Level Up Advisor tips.

I did my two years trying to make ESO something it wasn't and making myself miserable playing a "bad" game. Now I play a game I love and get to enjoy it.
