I would say the only time mudballing could reasonably be called griefing is when its done to people at the outfit station, since that legitimately disrupts what they're doing. Any other time you can simply ignore it with no ill effect.
Plus everyone knows that real men throw crows.

Throwing mudballs at someone specifically to ruin their fun could be considered griefing.
If you want to RP in private, do it in a private location, like a house.
There is nothing in the TOS that says "mudballing other players is bad"
